Notes:  Clement Anthony Waggoner was born 23 Dec 1877 in Trempealeau County, Wisconsin.  This is the birthdate on his World War I draft registration record, but he is not found in the Wisconsin birth records.  His parents were Edwin B. Waggoner and Josephine V. Grignon.  He had a younger brother Lubin Foster, born in 1880.

In the 1880 U.S. census, Clement was living with his mother and brother in Tremplealeau, Tremplealeau, Wisconsin.  They were living in the household of her parents, with eight of her brothers and sisters.  His parents marriage ended, and Josephine married Joseph Crait some time between Jul 1882 and Nov 1883.  Clement was thereafter known by his stepfather's surname.
Clement married Ina Maud Hollinshead on 28 Sep 1899 in Winona, Winona, Wisconsin.  Their first son Wallace was born in Illinois in Nov 1899.  In the 1900 U.S. census, Clement was living in Chicago, as a boarder.  He was a stenographer.  It is not known where his wife or son were living.  Their second son Lawrence was born in Feb 1902 in Wisconsin.

In the 1905 Wisconsin State census and the 1910 U.S. census, the family was living in Staples, Wisconsin.  Clement was a clerk for the Northern Pacific Railroad Co.

The family moved West.  By 1915, Clement and Ina were living at 2312 N. 62nd, Seattle, Washington.  Clement was a clerk or secretary for the Northern Pacific Railroad Co.  Ina was a music teacher.  Ina's sister Marion was still living with them when she married Ephriam A. Miller in 1916.  Clement was a witness to the ceremony held in their home.

In 1917, Clement registered for the World War I draft.  He was 41 years old and described as 68" tall, weighing 187 lbs.  The family was living at 5831 Woodlawn Ave., Seattle, Washington. In the 1920 U.S. census, Clement, Ina and their sons were still at 5831 Woodlawn Ave, Seattle.  Clement was a secretary for the railroad company, and Ina was a music teacher.  In the 1922 Seattle, Washington, City Directory, Clement's occupation is "asst car dist NPRy".

Ina died in 1927 in Minnesota, but is buried in the Evergreen Washelli Memorial Park in Seattle, Washington.  Clement married Josephine E. Conley on 23 May 1929 in the Blessed Sacrament Church, Seattle, King, Washington.  It was a short marriage.  Clement died 17 Dec 1929 in Tacoma, Pierce, Washington.  His burial place is unknown.
