His parents were both born in England. William came to California with his family in 1883, and located at Sonoma with his uncle, the late Obie Chart, who at that time owned the property on which the Presidio of California was located.
The following year William moved to Napa, where he resided continually thereafter. The family home at 1436 G Street, one of the first in Napa's Spencer district, was build by William. Throughout most of his lifetime he worked as a carpenter and lather, finally retiring from active work only after he passed his 80th birthday.
William was a registered Republican voter.
A devout Christian, William was affiliated with the Salvation Army for 60 years and was prominent in the Napa branch. He died at age 87.
