Notes:  Brom graduated from Franklin College and began his career as a bookkeeper and later as a cashier in the National Bank.  He was admitted to the bar in 1899 and began practicing law.  Brom also was the major for nine years and one of three commissioners who administered the affairs of Shelbyville, Tennessee.  He was a city judge, and in 1911 was elected justice of the peace for the seventh civil district.

Brom married in 1877.  He was a 32-degree Mason.
